Part of the speed issue is probably the i3 CPU. And 4 GB of RAM is barely adequate for Win 10.
This PC has 2 RAM slots and supports a total of 4 GB, 8 GB, 12 GB or 16 GB of RAM. So you could add either one 4 GB or one 8 GB module, or replace the existing 4 GB module with two 8 GB modules of compatible DDR4, 2400 MHz RAM such as this.

You can replace the hard drive with a 2.5" SATA SSD, yes.
