Hot swap in laptop

hello every one 

i have dell inspron 5567 and i got ssd and install it 
so i get a caddy to put my 1tb hdd instead of my DVD driver 
the point is that the sata port support hot swap so if i want to insert my hdd while windows is running .. it should recognize it .... but it doesn't 
why 
any way to make it work

In a word - no, it's not possible.  It IS possible to engineer a SATA controller for hot swap - but that's not how your system is designed.

I can hot swap me hdd in one method but its hard 
if i boot me device with connected hdd then i can disconnect it and re connected it ... but i dont want to connect it every boot !!!
so if the bios always enable this sata port mabe i could hot swap it

Hot swap support is optional in the SATA spec, not mandatory.  It depends on whether the system's SATA controller supports hot swap.  Just having the port enabled in the BIOS will not guarantee hot swap support, because if you disable the port in the BIOS then it won't be usable at all, even if you had the device attached at boot time.  You might have to make sure that HDD is connected at boot if you want to use it.  If that's too inconvenient, then consider getting a compact external USB 3.0 drive instead that is physically small and can be powered entirely by USB.
