Inspiron 11 3162/3164 EMMC Drive Problems

In order to do a clean Windows 10 Home install, I deleted all the partitions on the EMMC 32 GB drive.  I used the Rufus utility to create a bootable USB flash with MBR for BIOS or EUFI using the Windows 10 ISO file downloaded from Microsoft.  On the install, I get an error message: Windows can't be installed on this drive.(Windows cannot be installed to this disk.  The computer's hardware may not support booting to this disk.  Ensure that the disk's controller is enabled in the computer's BIOS menu.)

I get the same message whether I partition the EMMC drive or not from the install program.   Would appreciate help fixing this problem.
