Inspiron 15 7577, severe CPU throttling, recent bios update
Severe CPU throttling is being observed on my dell 7577 after recent bios updates (last 2-3 updates) (currently on bios version 1.10.0). At the time of purchase, there was no issue of thermal or power limit throttling on my device while running tasks which were both CPU and GPU intensive, like games etc.

The new 1.10.0 BIOS are actually the fix for Plundervolt issue
So if you updated it to 1.10.0, you can't undervolt your CPU anymore using XTU nor TS.
Complaining to dell would only frustrate you, so just go to a local PC repair shop, and ask for a cleaning and repaste service if you're not that good at doing these kind of things by your own. You can also try it yourself, but do it at your own risk.
Also, when is the last time you clean your fan and heatsink?
this occurs to me for the last 3 months using any version of BIOS would not change the throttle effect.
Cleaning really helped me, so just make a cleaning schedule for your 7577 (only if you already did the repaste)
If you haven't done any repaste, read the next section.
It's also recommended to repaste your CPU and GPU, because the original that came in with the laptop is bad
it's going to throttle your system in just around 6 months after you bought it (this is my case).
You can also browse reddit for more information on 7577 throttling issue. Many of the 7577 users recommend doing repaste and heatsink cleaning. In my opinion, do the repaste once, then just keep your heatsink clean every 3-6 months, depends on your usage. Repasting more than 1 time only needed when cleaning the heatsink is not effective anymore.

I got exactly the same problem has you but i got a xps 15.
Severe Power Limit Throttling always trigger. I try a lot of thing and it's never work.
- Disable steps in the bios
- Use XTU to solve trouble don't work
-Uninstal Framwork in the device manager and change the permission in the folder ...
nothing work

For the voltage control, try this:
1. Downgrade it to previous BIOS where you can undervolt
2. Do a factory setting in BIOS menu (F2 at dell boot logo > restore settings ; choose factory setting)
3. Check the voltage control, it should be unlocked
that's what i tried after knowing that 1.10.0 for 7577 locked the voltage controls.
I don't really know the best BIOS for XPS and also i don't really know the best option on XPS
Reddit could be a great source for your model, try those community solution (including maybe a repaste and cleaning option)

Im on 1.11.0 and I can't downgrade to 1.9.3, when I attempt to do it, it shows an error message "Downgrade not supported "? Any help would be appreciated

I am also having the same issue. The update did not fix the issue. My CPU is running at 100% all the time when I run even the most basic of games, even when the graphics card is at 50% usage or below.
After the May 2019 update, this has been a constant issue, and because of the new updates I cannot undervolt the CPU (the clear fix here), neither can I downgrade to restore that functionality. Dell has made it impossible to fix this issue while not fixing it themselves. Incredibly frustrating.

For me as well the laptop is running hot even on idle with no apps running and with fans spinning every time on zero load. At first I thought this might be due to fan dust so I cleaned and it was of no help. Also I can now recall that thermal issues have came in after the bios updates. I never undervolted or overclocked and still dell's own updates are wrecking my system. I face thermal throttling in every game now. FPS in games drops drastically to the point where the games become literally unplayable. Moreover when I try to downgrade the bios it says downgrade not supported.
DELL PLEASE FIX THIS.
