Inspiron 5570 Repair loop

When booting my Inspiron it says starting Windows repair, then it stays in Dell start up screen, but never boots Windows 10.

I have run diagnostics and they pass.

I tried to load from recovery USB stick, but it does not start Windows.

I have run BR2 Bios repair tool, but it still will not start Windows.

While it is in Dell start up screen, there is a small text display to left of the Dell logo saying "Sorting Segment/Index pairs ...  this text ends with Writing Segment Heap   ... Done" with a continuous circle of rotating dots.
