Inspiron 5593 Power throttle

I was playing video games the other day and noticed that my Gpu usage is low and the Cpu usage is sky high. I also noticed the Cpu ( Intel i7 1065 G7 ) clock speed is just at 1290 Mhz. I thought it was thermal throttling but the temperature is only about 75 Celsius. When I check throttlestop limits it says PL1 ( Power limit ). Now turboboost won't work anymore and the speed is just capped at 1290 mhz. Sometimes it even power throttle at idle and HD videos are very laggy. How do I fix this? I have tried increasing power limit, disabling Power throttle in registry, undervolt, etc. Some say it is because of an embeded controller? If so, is there a way to disable it? It is becoming really irritating and I can't multitask with something like Zoom on because the system stutter and slow down.

Have you tried doing a system restore to an earlier date, as a fast solution?
