Keyboard does not work after start; restart required.

The keyboard does not work on start. I will have to restart every time to activate the keyboard. I tried the following to check what could be the issue: 

1. To find if it's a hardware or software issue: Open BIOS. 
                       I was able to open the BIOS - confirming that the issue is on the software side. 

2. Update Standard PS/2 keyboard 
                      Was already up to date.

3. Uninstall and reinstall back Standard PS/2 keyboard. 
                      Problem persists.
