Laptop boot loop during initial setup after factory reset

I bought a Dell Inspiron 15 7000 Series Gaming Edition 7567 from a friend. He factory reset it for me, but when I got it and turned it on, I got stuck in an infinite loop with the setup process and the laptop basically restarts itself once I pick a WiFi network.

I’ve attached images of the startup screen I’m talking about, and I am unable to enter safe mode. I got an error when I tried saying the computer wouldn’t let me because it couldn’t install updates in safe mode.

TL;DR I get this screen, change my time zone, get a message about why my laptop restarted itself, and then pick my WiFi network. It takes me to the “Just a moment...” screen, sits there for a few minutes, and then restarts. I can’t boot in safe mode because it needs to update, according to the error it gave me when I tried.

I would suspect a corrupted factory reset.  Take it back to the friend and have him do it again.

Hi Praelias,

Thanks for posting.  Apologies that your system is not performing as expected.

From your description, it appears the system may have a corrupted Operating System.  Have you checked for hardware issues yet?  Please press F12 while it is booting up and run the system diagnostics.  Make a note of any error messages encountered and post back.

If there are none, then the issue may be either driver or software related.  You can reinstall the OS using the USB media created when the system was first booted up.  If you don't have that back up copy, either have your friend go into the Digital Locker and request a copy or you may consider purchasing a new copy.

Here is information from the Dell knowledge base you may find helpful:  Dell PC does not turn on or boot into Windows

If you still require assistance and the system is under warranty, you may contact me privately. Be sure to include your personal information (name, address, telephone, email) and your computer's service tag number in your message. Thanks.

If there is no warranty or this is a software issue, then you could contact our Out of Warranty team to get a quote for a paid service request.

There were no issues when we ran diagnostics last night. We don’t have the media you mention so we would need to buy a new copy. We don’t have a warranty, since it’s just over a year old, but I have no idea how to reinstall windows, and my boyfriend said he can’t because at this point he can’t access any files or folders because we’re stuck in setup. We may just end up sending it in and paying the $130 for one time assistance. Thank you for the help!

He lives in Texas, and I moved to Colorado; we went to school together. Kinda hard to have him do it again 😂 Thank you though

Here is some Dell info on restoring.

Look it over and see if there is an option that will allow restoring.

Another option is to use the Windows "Media Creation Tool" to download Win 10 and burn it to a USB flash drive.

Many PC's have the Win 10 product key in the UEFI BIOS.

Here is the instructions from the tenforums.com on downloading using the Media Creation Tool (Option 1).  I used this to download and install Win 10 on my dual boot Inspiron 15 5577 gaming laptop.  When I installed, Windows installed all the needed drivers. But if you need anything the Dell downloads for your model has anything needed.

BTW: There is no product key in the BIOS. It is called a SLIC file and if you use Dell recovery media, it will see the Slick key and Windows wil as well. This has been a thing since Windows 7. I am a Dell certified tech.
