Vibrating screen window

I have a 3 year old Inspiron laptop with graphics card that has had intermittent vibrating mouse arrow or screen vibrating for almost the entire time i have owned it.

Sometimes it goes away when I press and hold the touchscreen, but other times it won't stop and I have to shut the machine down.

The video driver has been updated, various checks have been made, with no success.  The symptom has occurred after a full system reset.

I tried adding an external monitor and the symptom occurs on the external monitor.

The latest version shows the problem on the Windows Edge window but not the rest of the screen.  That would imply a software rather than a hardware issue?  Or would a memory issue show up because it is in a separate window?

I have a video of the screen taken by my phone but couldn't see a way to upload it, although I saw that someone else has uploaded a video with a problem similar to mine.
