hi
I got the same problem here, and all attempts failed. Did you find the solution already?

Same problem here. I have an inspiron 13 70000. Camera can't be found in 'device manager'. I have tried the same things. No solution found.

Exact same issue with the exact same model. Anyone got a fix for this?

Try updating to Windows 10 v1909.

Just did and still not working. The light next to my camera flashes. And there are 2 different error messages that flash. One that states "We can't find your camera" and has error message of 0xA00F4244 and another that states "Something went wrong" and error code of 0xA00F4271. Sometimes it also says "Close other apps" with error code of 0xA00F4288.

No, and that is because the webcams are made by different companies.

So even though the laptops mentioned are all the same model, the webcams are not standardized?
Does this also mean that the issue is likely not resolvable through remote assistance? If the device is not being detected by the device manager, does that mean the hardware probably needs replaced?

You would think that all the webcams of a particular model would be the same, but not guaranteed if Dell changes a vendor. Most people don't know how to find the Vendor ID of the controller chip for their webcam.
If your laptop is still under warranty, contact Dell. It is worth a try.
Webcams are USB devices, so it is not surprising that a Windows 10 update can foul it up.
To get the webcam working requires work. I have purchased used laptops on eBay Acer, Dell, HP without Windows installed. The driver for the webcam is often the most problematic.

Thank you for the insights. Unfortunately, the laptop is no longer under warranty. I have contacted Dell, but I'm still trying to gather as much information and exhaust all other options before I pay for something they might not be able to actually fix remotely.
I don't like the verbiage they use: "Dell will refund the fees if our software specialists are unable to resolve your issue or recommend a solution."

I personally would not pay for it.
I would rather use a tablet's or a smartphone's camera. Cisco Webex app works.

I have the same laptop model and the same problem. in my case the problem was in the camera they were not the drivers. I had to remove the screen frame and tighten the connector of the camera because it had come loose
