Do you have the intel thermal management software installed? If you did a fresh install of windows you will need to manually reinstall it.
Turn off intel turbo boost it worked for me ans i can finally play without my pc heating up i am so relieved please try this and tell me if this works for you good luck!!!

is disable turbo boost cuase any harmfull for laptop?

why cool mode in thermal management of dell manager cause freeze one or 2 seconds ?
