touchpad showing " hand symbol"

My touchpad is fine when I am using to move around on the screen or to close down or everything but for example, I do surveys. I can fill in everything I need to and then when I press "submit" the pointer changes to a hand symbol and will not work, so I cannot submit Does that make sense to anyone? Please If it does how can I put it right?
