Run Dell eSPA Preboot diagnostic to check the hardware within the system.
You could do this by following the steps below.
1, Power off system.
2. Power on system, quickly start tapping F12 key continuously until you see Preparing One Time Boot Menu on right corner of screen. In Dell Preboot menu, select Diagnostic. Report back any error code.
ePSA Pre-boot System Assessment (Official Dell Tech Support)
If there's no error code.....
Please power off system and then turn it on and off three times, hopefully it will boot into the Advanced Recovery environment on the third attempt. If successful, select Troubleshoot, Advanced Options, and then System Restore.
How to Fix Windows 10 Stuck in Infinite Boot (Official Dell Tech Support)
If you aren't successful getting into window recovery environment and there isn't any error code reported by Dell eSPA Preboot diagnostic then I'd suggest reinstalling windows 10. First, you'll need to find a good running computer and a blank USB flash drive with at least 8GB of space to perform this step. Secondly, download windows 10 media from the link below.
After you created windows 10 media, plug it into non working computer, start tapping F12 key continuously until you see One Time Boot Menu in top right corner of the screen. In Dell Preboot menu, select flash drive with the windows 10 media on it. In the windows 10 media, you should be able to see windows 10 setup screen. Please make sure the information is correct in the windows 10 setup screen then select ' Next ', you could either select 'Install Now' to reinstall windows 10 or click on option that says 'Repair Your Computer'
