About the AMD Radeon Video Drivers
I have a Dell Inspiron 3521 with an Intel Pentium 2117U processor and Intel HD Graphics driver, but I'm curious to know (and I know it might sound silly, too)... Is it possible to install one of the AMD Radeon drivers as a secondary graphics driver?

Only if the system has an AMD GPU, which in turn is only on higher-line models -- if your system shows two GPUs under the device manager, you have an AMD GPU; if it shows only Intel, you have only Intel - no AMD.
The 2117U is a very low-end CPU -- it's unlikely your system has the hardware needed.
