I have the same problem...
The solution for me : reinstall all the Windows, upgrade 8.1 and install the last driver from dell :
http://www.dell.com/support/drivers/us/en/19/DriverDetails/Product/vostro-2521?driverId=3JMFD&fileId=3287662920
The screen work correctly !!!!!
but another problem : the 8730m card seems to not work in the games (diablo III ou starcraft II) !!!
If someone have a solution ???

Same here on an Inspiron 17 3721 with an 8730M: installed new BIOS and Win 8.1 with the new drivers, but I get 1 fps in Guildwars2 even though Guildwars2 sets the correct settings (so it recognizes the card correctly). When I set everything to low it makes no difference.
With all the problems I've had with this ATI card I'll never buy anything AMD again. I never had ANY problems with Nvidia cards and drivers.

New drivers are release on the French site. I test this night and post tomorrow (but i'm not confident :emotion-8:)
If do not work : I reinstall Windows 8.0 from scratch.

Hey WAIT!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
I just solved the problem
first download and install this driver from windows update:
Intel Corporation - Graphics Adapter WDDM1.2, Graphics Adapter WDDM1.3 - Intel(R) HD Graphics 4000
then download and install this driver for amd from here: http://support.amd.com/en-us/download/mobile?os=Windows%208%20-%2064 (the Beta 13.11 one)
restart your pc and the games will work fine

Did'nt work for me. Couldn't find the intel driver specified, but it was already installed. The Beta driver wouldn't install at all.
Ran AtiMan uninstaller to clean the system, removed the Intel driver. Used windows update to load the driver for the Intel card and tried to install AMD_Catalyst_13.11_BetaV1, but the Beta only wanted to install the installmanager. Windows treated the driver as unrecognized and not fit for my card and blocked it.
So: back to square one.
On the bright side: the Intel HD4000 is capable of producing 15-20 fps in Guilwars2. So it's not at all playable, but at least watchable.
Edits galore: typo's, typo's.

I'm also having a problem - the computer says that the switchable graphics are working, and that the games are running on the "high performance" card (the 8730M), but when I actually play them the performance is terrible, just as if it was only using the "power saving" card (th.tel 4000)
