MY LAPTOP HAS BEEN BLOCKED FROM THE BIOS, I NEED A PASSWORD,THAT SHOULD BE PROVIDED BY DELL, BUT MY SERVICE TAG IS FROM U.S.,AND I AM IN MEXICO CITY, WHAT CAN I DO? WHO CAN HELP ME? SORRY BUT I DON`T SPEAK ENGLISH

If the system is registered to you, transfer ownership to Mexico:
http://www.dell.com/support/retail/us/en/19/ownershiptransfer/IdentifySystem
Then call Dell for the master password.
If it's not registered to you -- i.e., you purchased it used, replace the mainboard.
