BLUE CIRCLE

OK, recently I have gotten Overwatch and it was working correctly until A blue ring showed up, this ring was really big and on the right side of the screen (it had triangles going in and out from the center, it corresponded with the games background sound) I thought this was part of the game so I looked all around for the option to turn it off, to no prevail. When I got started playing CS:GO it happened again in the same place as last time and did the same function. Then I thought it's my computer and I would like to know how to get rid of it. So please someone help me (Photo Below)
