When did the issue start?
Please disconnect the charger and battery and hold down the power button for 30 secs, now plug them both back and power up the machine.
Also you can try removing the memory modules and then try with one module at a time. You can find the instructions on support.euro.dell.com--enter the service tag#--submit--manuals .
How many time does the machine beeps, can you make out the sequence.? If possible please record the audio and send it as an attachment.
