Bios password

I have a Dell laptop bought from a pawn shop and I need to get in the bios to change boot up settings to boot from a external cd.

Request you to contact Dell team for the BIOS password either via DellTechCenter in Facebook or @DellCaresPRO on Twitter and they will be able to provide you a BIOS password once the ownership of the system is confirmed.

Is it not possible to use the clear NVRAM jumper?

Only on a desktop.  On a notebook, the password is stored in EEPROM.  You will need to place a voice call to Dell support, verify your ownership of the system, and they'll then issue a master unlock password.
