Bluetooth not working in Inspiron 15 3521 - Touch

I've tried upgrading, reinstalling the following Bluetooth / wireless drivers :-

1> Dell wireless 1703 802.11b/g/n (2.4GHZ) - version 10.0.0.263

2> Bluetooth Device (RFCOMM Protocol TDI) - version 6.3.9600.16401

3> Bluetooth Device (Personal Area Network) - version 6.3.9600.16384

Updating drivers gave me a button for "on & off" for bluetooth device, which was not there previously. But it didn't solved my problem. I'm still facing connectivity issues. I've tried using my two smartphones (both Sony Xperia - E and tipo) and a laptop (Acer Aspire 4736Z). My Dell is not receiving any files from any device. It only shows a progress bar below the name of the discovered device, but it stops in between and won't go further.

OS details:-

Dell Inspiron 15 3521 - Touch

Windows 8.1 Pro - 64 bit

Intel i3 - 3227U @ 1.90GHz (4 CPU)

8GB RAM, 500GB SD-HDD, 6MB cache memory.

Please someone help me.
