Dell 1397 WLan Mini-card does not recognize particular wifi

The version of 1397 WLan Mini-card is 4.176.75.21 (Driver date 01/10/2008), just installed Windows 7 Ultimate 64. I also have dual-boot Ubuntu 16.04, the next description applies to both OS, Windows and Ubuntu.

It recognizes other wireless connections, but not mine. The router is TP-LINK TD-W8951ND. I tried installing/ uninstalling the Mini-Card, updating drivers several times, run an online-dell diagnosis tool, and checking DeviceManager/Properties/Advanced to try with other antenna channels (Fragmentation Threshold, IBSS, Locally Administrated MAC Address, etc.) but nothing works.

Which worked just once was shutting down the router and re-configurating the wireless standard from 802.11 g-b-c to 802-11b (I guess this is correct, which I'm sure is that the change was from a higher to a lower standard hierarchy). With this change it was able to detect my wireless account, but after rebooting my laptop I'm having the same problem.

Is your wireless connection open, or encrypted?  Newer versions of Windows won't connect to unencrypted wireless (by default).

Encrypted with WPA2. I installed dual-boot Ubuntu 16.04 and having the same problems: wifi card drivers actualized, I can see other wifi but not my own.
