Dell 1720 Black Screen Will Not Boot

My Dell 1720 (Vista)  had the following error code:

The file header checksum does not match the computed checksum

The computer will not read the CD drive.  So I'm not able to reload in order to reinstall to factory settings. 

I figured that the hard drive crashed so I purchased a new hard drive.  Installed hard drive but still will not load the Dell reinstall CD.  Nothing changed still black screen and will not boot up.

Any ideas?
