Dell 7447 won't turn off completely

I'm using a dell 7447 with newest BIOS A07 and Win 8.1 Home lastest update. 

The problem is it can't shut down completely ( black screen, led's keyboard on and fan run at full speed) when I uncheck "turn on fast starup" ( I don't want to use fast starup, it make my computer lag sometimes). 

Plz help :(

Hi EMON2196,

When you enable fast startup, does the system shut down fine? Does it restart / hibernates fine? Does it resume from auto / manual sleep fine? Does this happen with or without the adapter connected?

Restart and check in safe mode - http://bit.ly/1lJHAvx 

Uninstall the video drivers from device manager and try shutdown. If it works, the video driver might be causing the issue. Reinstall the driver from the vendor site - Intel.com / Nvidia.com

Enable the built in admin account and check - http://bit.ly/IL7qlV

Also, please click my DELL-username and write me a private conversation with the service tag and your contact details(Name and Email) for case records.

When i enable fast startup everything work fine.

It resume normally from auto/manual sleep.

It happen with both adapter/no adapter connected.

I will check in safemode and review here, also i sent u my service tag and my contact.

i had same problem exactly. i resolved it by installing intel management engine.

Download the BIOS from the same site and force the BIOS flash if required - http://dell.to/2hnhjs4

@Rishi:

I tested your suggestions: Delete and reinstall video driver with version from intel and nvidia.

After 1 week, everything work fine. I can turn off completely now.

I will keep update post in 1 month. If eveything still ok, i will close case.
