Dell Inspiron 1501 - Plays a song then beep codes?

My Inspiron 1501 is about 4 years old. Never any problems except for this morning. It was off, and when I attempted to boot I got a little chime and some beep codes. It looks like there's diagnostics being displayed on the screen but the screen is WAY too dark for me to make out what it is. Obviously, no boot.

Also, it doesn't sound like a single fan is coming on like usual.

I removed and reseated the RAM, no change.  Removed the battery, no change. Here's a video I shot this evening:

From what I can tell the beep codes are:

Could this be a faulty CPU fan? I did test the power plug and the reading was fine. I googled a beep chart but couldn't find a value for the codes above. any suggestions or ideas are very appreciated. Thank you!
