Dell Inspiron 7437 laptop sometimes won't turn on (Static build-up?)

My laptop occasionally won't turn on. No fans, lights, etc. I can get it to turn on by holding the power button or pressing it multiple times. I've noticed the problem when putting the computer to sleep as well and trying to wake it up. I have a Dell Inspiron 7437 running windows 10. All drivers/BIOS are up to date. The laptop is just over a year old and is perfect condition otherwise.

Troubleshooting steps I have taken include running the pre-boot assessment and Dell diagnostics. Doing a clean install of Windows 10 (this problem occurred 2 weeks after installing Windows 10, although I don't think they are related). I have read about static build-up and think this may be the problem. However, my battery is not removable and I don't know of a permanent solution if this is in fact the problem. (I have read to remove the battery and AC adapter and press the power button to release static buildup). The power button appears to be making good contact.

The battery says it is good and the health is 92%.
