Dell Inspiron 8600not Recognizing Dell Truemobile 360 Bluetooth card even though BIOS does and blue light is on. Dell Driver installation fails.

My Ispiron laptop did not come with BT but purchased a TM 360 card and installed it. The light comes on and BIOS sees it as installed.  When I try to install the driver from Dell, BTW 3.0.1.803 - Stack Only, A05  dated 8/10/2004, the application tells me that Bluettooth is not installed, hit FCN+F2 to turn on (which actually turns it off) and the application fails.  I believe I am missing the BT original application since this download only says "stack only".  I have downloaded another Bluetooth driver made by Toshiba, which installed, but it is only for later laptops (Dell). It actually installed but don't believe iit is working properly since My other laptop sees it and says it is connected (it is a Dell XPS 1640) but the other one has problems linking to it as it continually says connection failed.  It seems this should be fairly straight forward but I am hitting wall. I even tried a different TM 360 to no avail.

Any help is appreciated.
