Dell Inspiron Laptop N7010 Error Code: 4C00-0522 ( Interrupt Controller not working)

I have been running into serious problems with my laptop with impossible processing time. I checked for viruses using Norton 360 and Sophos. No problems were found but the system took forever to run. The symptoms of the problem were system hanging and extremely slow processing time. I ran hardware diagnostics with Glary Utilities. Once again no problems were detected.

I finally ran a standalone hardware diagnostic program and it detected a problem with the Interrupt Controller not working (error code: 4C00-0522). I believe that indicates a problem with a Mother Board component. Can anyone enlighten me on the extent of this problem and the guestimate on repairs? I would certainly appreciate any help I can get on this before I take it to a technician for additional diagnostics and maintenance.
