Dell Inspiron laptop N 5010

I didn't use my laptop for 2 weeks ,when I turned it on the welcome screen comes on then it turns blue with the mouse pointer and will not go any further. I tried a restore point ,reboot with the hardrive using the F2/ F8/F12 and none didn't work. I can use it with Safe Mode Networking.

Please help me solve this issue.
