Dell Latitude D600 does not power up

Hello guys,

I have a recent problem with Dell Latitude D600.

When I connect the power cord to the laptop it does not power up. From all LEDs only Battery appears solid green (not flashing).

Any suggestions? Could it be memory or CPU problem? The motherboard I bought recently but maybe it was damaged?
