Dell Latitude E6420: i5-2520M won't turbo past 2.4 GHZ

So I recently did a motherboard swap in my E6420 and turbo boost isn't working properly

When I put it under load (i.e Cinebench) it will only turbo up to around 2.4 GHZ

Speedstep, however, is working fine as while I'm writing this the cpu is at 800 MHZ

I have a suspicion that TurboBoost affects both Graphics and CPU, since I turned off Nvidia Optimus, it might not turbo properly.

Does anyone else have this problem?

EDIT: Enabling Optimus didn't work, maybe its Dell's battery software...
