Yes, with caveats:
If order the system, be sure you ALSO order it with a 4G WWAN card - without the wireless wide area network, the SIM card is useless, and
Unless the system is or was ordered with the WWAN card, there will be no antenna wires in it, so installing a WWAN card after the system is built isn't going to be easy - you'd have to replace the back cover/display panel assembly with one that includes the wiring needed for the WWAN card.
