Dell PP04X Laptop Won't Turn On.

Either From Battery Or Mains

Laptop Screen stays blank, and the caps lock flashes 45 times then it turns off

It's none of these http://www.bay-wolf.com/portpostcodes.htm It's just the caps lock button.

I know it's not the hard drive, as I have tried a different one from another laptop which I know works, and I have also replaced the cmos battery, but it's not that either.
