Dell Precision M4400 Uninstall Install Problems

Hi I have a Dell precision M4400 and i have had a problem for a long time now and i really have done nothing about until now. So whenever i go to download something (it could be anything) i click the download and i go to my downloads and i drag the download to my home screen. So when i do that it says "moving 1 item" and the green bar is all the way full and it should be done but its not. I see the document/program on my home screen but the window is still there. So i hit cancel on the box and it says cancel but it wont cancel just like when i move it. Eventually i have to go into task manager and forcefully close it. It could be for anything i move even from one folder to another. Another thing i have noticed is that also uninstalling something or deleting something does the same exact thing. I have run a disk cleanup but even that gets stuck. Any help would be greatly appreciated! Thanks and my computer details are down below!
