I'm trying to play Skyrim on my laptop but I don't think my video card is good enough as my FPS averages out at 10. Just wondering if it is possible to upgrade the video card easily or am I looking at an impossible task?

The video card is part of the motherboard for that system. Upgrading it is not possible.
The ATI Mobility Radeon HD 5470 is the best that system has.
Since your specs that you provided says that the video card is a ATI Mobility Radeon HD 5400 Series, you have the best video option.
