Dell Vostro 1000 fan trouble

I'm having trouble with the fan in my Dell Vostro 1000 not running as much as it should. I've already have had it replaced along with the motherboard and heat sink (when it was still under warranty).  It never seemed to run enough even after the replaced it, I installed SpeedFan, but I can't figure out how to format it properly.

I had it shut down on me earlier today and haven't noticed the fan working hardly at all.

Any help is appreciated for either help with the SpeedFan or some settings within Windows XP itself.
