Dell Vostro 3446 is not turning on!

I recently buyed a dell vostro 3446 notebook from dell website in previous year and I installed windows 10 on this device! Sometimes it got stuck in sleep when the sys is shutting down and I immediately close the lid down!  But this time the situation is different! It is not turning on! I tried static discharge(I can't recognise what it is called) method but it didn't work! When I plug in the charger, the power LED is not turning on! When I press the power button the LED blimp for 1 sec and then turns off! Last time the laptop was fully charged! When I press the power button, the screen is not turning on and the fans and CD drive don't give sound like they do each time when I press the power button! Suggest me some methods guys and this is my service tag: GHX9532! Please tell me that this laptop is under warranty or not?
