Dell XPS 13 keyboard - shift+2 types " , shift+' types @ (ie functionality swapped). Fixable?

Hi on my new Dell XPS 13 when I press shift+2 which should type @ it instead types ". The opposite when I press shift+' it types @. Like this since first got it, is this a miswired keyboard or fixable setting issue. Any advise would be appreciated or will just have to take it back.

Thanks for writing to us.

Please try the following steps.

go to control panel and open "clock,language and region"
there'll be a pop-up then choose "keyboard ad languages" tab
then choose a default language as English (USA) instead of some other formats...if it has more than 1 format, remove other formats

Let us know how it goes.
