Dell XPS 15 9560 Multiple U2715H Monitors : Programs and windows opening off screen

I have the Dell XPS 15 9560, i7 7700HQ, it has the standard graphics adaptor, but I also have the Thunderbolt dock which has 2 27" Dell U2715H monitors connected to it.

Whenever I go to use Chrome, and i open the Web Developer panel, it always opens off screen, and I have to use Shift-Right click on the taskbar to select 'Move' and then bring it back to the screen.

This also happens when using some steam games, and some other apps too.

Is there any way to prevent this? any ideas what could be causing it to think my screens are bigger than they actually are?

I wondered about Virtual desktops, but i've not got that in use.

Take the dock out of the troubleshooting equation. Test the U2715H directly to the XPS 15-9560. Do you still see the issue?
XPS 15-9560 USB Type-C out port --> USB-C to DisplayPort cable --> #1 U2715H DP in port (DP1.2 Enable)
#1 U2715H DP out port --> DP to mDP cable --> #2 U2715H mDP in port (DP1.2 Disable)

Hold Ctrl when you click the X to close the application.  For many applications that causes the application's window position to be committed to the registry so that it opens there again, although I haven't had to use that in a while because applications have gotten much smarter about not opening off the desktop these days. I'm surprised you're seeing this with Chrome.
