Dell d620 won't power on, no signs of life, battery charges

I had a friend bring me a D620 that appears to have a dead board, but these Dells can be weird at times, so wanted to ask first. The battery does charge and is full, when you plug in the power adapter, the solid green charge light comes on. That is the extent of life in the system. If you push the power button, the charge light goes off, and that is the only reaction. I have taken out then RAM, and flushed the power by holding down power switch with the battery/power removed. I have no reaction yet, so anyone have any suggestions?

There's a short circuit somewhere on the mainboard -- which will need to be replaced.

Thanks, that was my assumption. Just wanted to be sure I wasn't missing something. I suppose I could try to track it down, at least try a few fuses.
