Dont see icon on laptop to turn on built-in Webcam to make home video; (but webcam works on Skype automatically).

I have a built in webcam on my dell laptop, I am trying to make a home video, but there is no icon showing on the desktop to turn the camera on.  I clicked on “Start”, “Programs”  and saw a “Dell webcam integrated program folder" and clicked on that, but could not find  a dell camera program in this folder to allow me to  actually turn on the built in webcam to start with my  home video .  What do I do?
