E6420 the setup program failed to start one or more application processes [intel graphics]

Hi

Recently I wanted to open one app, it is "snes9x.exe" and this showed me that I were missing some dll file. Then I searched the internet for more info, and that is because I don't have DirectX installed. But I have. When I try to install Intel HD driver for my card at the end of installation I got notif. "the setup program failed to start one or more application processes". And yes, I also tried to install it as Admin but it still doesn't work. And yes, I made full install of new Windows10 and then the driver was installed auto. by windows update, but my app still didn't work. I tried again install driver manully but there is the same error, the setup failed...

What to do? It's not my first time when I make clean install of Windows but it's first time when there is an error during Graph. installation.
