Help! Studio 1458 with new hard drive. Unable to download purchased software

I have a Studio 1458 with a new hard drive.  The laptop is out of warranty.  When I go through the "My Account" section of the Dell website it says I can download the software I purchased with the laptop when I bought it new.  It asked me to register the computer but the site fails to do so.  When I try to contact tech support they won't talk to me because its out of warranty, when I try to chat with tech support they won't talk to me because it's out of warranty, when I try to email tech support....  I was able to chat with Microsoft to get the Office product I purchased from Dell without any issues.  Why can't I do the same here?  I just want them to give me access to what I purchased from them like they said I could.  I even filled out a survey asking for a response but of course no answer.  Any ideas on how to get what I need?   Actually all I would like is the software for the webcam and the Dell Dock.   Thanks.
