What is the exact issue with the system that you are trying to factory reset?
If the system factory partition is still intact, then you could use the Dell Data Safe Local Backup and Restore application to restore the factory settings or use the Dell Backup and Recovery application - http://dell.to/1kPXPMz
Alternatively, try restart and f8 on startup -> advanced boot options -> repair pc -> Dell Data Safe backup and restore and follow the onscreen instructions.
If the partition is not intact, then you would need to reinstall the OS on the system - http://dell.to/29SAU3Q
If not, you would need to use a retail copy of the OS or if you have access to MSDN, you could download the OS image from there.
