The Control Panel loads when you install the IDT audio driver, so updating the driver is the way. The way your Control Panel looks will depend on which IDT driver your laptop requires, because different versions of the driver have different versions of the Control Panel.

The Studio XPS 1645 does not support 7.1 audio. It does not have a dedicated digital audio port, however the audio that goes to a TV through the HDMI port is digital.
The Studio 1645 has analog jacks for a 5.1 speaker system. To set it up
Run IDT Audio Control Panel. In the Jacks area there are three connector icons.
Click the microphone icon, select 1. Device: Rear Speakers, and plug your rear speaker cable to the audio in/microphone connector.
Click the middle headphone icon, select 2. Device: Center/LFE Speaker, and plug your center/woofer speaker cable to the middle audio out/headphone connector.
Click the right headphone icon, select 3. Device: Front Speaker, and plug your front speaker cable to the right audio out/headphone connector.
I cannot be more specific without knowing the model name of the Creative speakers.

It appears that it is an analog speaker system. You should be able to use it with your laptop to have 5.1 surround which should sound pretty good.
To set up a 7.1 system you will need an external sound card that supports 7.1 speakers.

All of the Dell laptops have an analog jack for 2 channel audio output, some have 3 jacks that support 5.1 surround, but none have 4 jacks to support 7.1 surround. You would find that feature on some desktop computers.
Some of the Dell laptops have a digital audio port that supports a digital speaker system, or if you are connecting to an external DAC (digital to analog convertor). If that is the case then you need to go to the Sound properties and make Digital or S/PDIF the default playback device.

Hi. I can't give you any specific answers about your system unless you provide the full model name of the laptop and the operating system.
