Inspiron 14Z Ultrabook - jumpy cursor

As soon as you highlight and hold the cursor in one place it causes either the cursor to bounce around or the web page or document to "jiggle" up and down. I did update the touchpad drivers via Dell Update but the problem persists. I have attached a small video to illustrate the issue.

I don't know if the touchpad is defective or if one of the settings is off.

Any ideas appreciated as I need to know if we are going to send it back for refund.
