Inspiron 14z 5423 bluetooth peripheral device driver not found.

This computer has the Dell Wireless 1703 WLAN + Bluetooth card installed.  I have downloaded and installed the drivers from Dell Support twice now, and still when the installation is done, it states "Driver Installation Was Not Successful", and system manager shows bluetooth peripheral device driver not found.

I have a bluetooth mouse that works fine, but my Plantronics Legend bluetooth headset is hit-or-miss.  The headset works fine with other devices using Broadcom bluetooth drivers and dongles.

Any suggestions would be greatly appreciated.
