Inspiron 1545 - Doesn't turn on at home (Win7)

My wife's 5 year old Inspiron stopped turning on (at home). Our Dell systems guy has it working at his home, office and tries it at other offices - starts up fast, works fine. Brings it to our house - doesn't start.

Have another Dell laptop Precision (5 yr old) works fine in the house. Plug the Inspiron into the same outlets - still doesn't  start-up. Too strange..... any thoughts?
