Inspiron 17R will not boot - clicking audio

After installing Windows 10 successfully, rebooting laptop will produce blank screen (no POST, no Dell Logo, etc.) and a regularly spaced clicking noise from speakers. Not beeping, and not hard drive. Must force to turn off by holding down power button. Powering on same result, repeating this many times (10x-20x), then will boot as normal.

Tried replacing drivers from Dell.com to no avail. Cannot update BIOS from original 3 year old version because reboot does not work.

Reseated memory and hard drive. Removed battery. No change.

Is this really hardware, or driver issue after Windows 10 upgrade?

What is the status of the led indicators on the system?

Do you see the blank screen immediately after the system is powered on or do you see the Dell logo?

Can you try to run the on-board diagnostics and capture any error codes or message you receive.
