Laptop won't work after failed factory reset

I own a dell inspirion laptop. It has Windows 10 and Intel inside. I made no external or internal configuration. I had it for about a year when my problem happened.  It was being slow so I just started to factory reset it. Then about 40% threw it failed. Then it rebooted and went to a dell support assist scan. I let it run and it took a hour or so.  It said nothing was wrong and it would reboot. And now it's stuck in this process. I looked for solutions but they all require other computers and I don't have one. Like I can use the ones at my school but those ones won t let me open up applications like the Windows media creation or Rufus. So what do I do? Please help.

Run an extended diagnostic on the hard drive -- F12 at powerup.  Post the result (any error code that arises) along with the full model number (i.e., Inspiron N5110, etc).

It's inspirion 14. The diagnostic extended finished and said all tests passed then under it it says validation 68464.

You're going to need a Windows 10 boot flash drive.  If you did not prepare one beforehand, you can download the ISO here along with the tool you'll need to write it to a flash drive.

Boot the system from that and either repair the existing  install, or install a fresh copy of Windows 10.

Wait is that the Windows media creation thing? If so, I have it on a usb but I don't have another computer to use it on

If what you have is a Windows 10 media set for your system, use that -- if not, you're going to need a working system to prepare a new install flash drive.

You're going to need recovery media to install the OS or repair the existing install - so you'll need to get access to a working system.
