Latitude e6330 HDD Failure

My e6330 HDD failed last week. The "Winnt_root>\system32\Hal.dll missing or corrupt: Please re-install a copy of the above file." error is being returned when I attempt to boot. I followed all repair options but none work. I don't have a windows 7 disk and the installation key is completely worn off the label on the underside of the laptop, so that option isn't available to me. This system is still under warranty until next February. What can I do to fix this issue? This is a work laptop and I need to get it back up and running asap. I can supply the service tag if needed.

Contact Dell - they will generally send a set of recovery media free of charge under warranty.
